GOA — Public-figure background check

Use case: compile a public-figure background check from web search + structured sources, grounded with citations.

No standalone PRD/TDD yet — the template spec is the source of truth for this org. Add prd.md / tdd.md here if/when the solution is documented to the depth of odyssey and tomorrow-law.
